Code Compliance
Revision 0.3 · Source-currentness recheck: September 30, 2026 · Controlled review checklist
This is a stand-alone code compliance checklist for this trade, added to the workmanship standards above and to full project-code requirements. It is not a complete trade code manual. It covers reviewed 2016–2026 changes and local implementation events; an older provision newly enforced locally is labeled as implementation, not claimed as newly invented code.

PM
Only affected new, replaced or altered work and legally triggered upgrades are included. The PM selects the applicable legal requirement and the compatible mandatory Anchor overlay before work starts. Unresolved source, limit or listing conflicts remain HOLD, and N/A requires a written reason. Checking a box means the item and its required evidence passed, not merely that it was read.
Where a city's legal minimum is lower, the compatible higher check remains an Anchor standard unless Cory approves a company-only exception. A city's nonadoption alone is not a reason to mark the higher company check N/A; actual scope, technical compatibility and legal/design/listing conflicts must be resolved.
Existing QR phases: QR-04P, QR-08, QR-18P.
PL-01Grease-interceptor upstream slope
Provide uniform slope of at least 1/4 in. per ft under the applicable IPC basis rather than a generic larger-pipe minimum.
- Change / applicability
- 2018 IPC 704.1 addition. Affected: horizontal piping upstream of a grease interceptor.
- Required record
- Diameter/run/location and measured slope.
- Hold point
- Before backfill or cover.
PL-02Water-closet reduction exceptions
Verify any size reduction is one of the expressly allowed fittings/arrangements. Do not extend the exception to arbitrary downstream reductions.
- Change / applicability
- 2018 IPC/IRC clarification. Affected: specified water-closet flange/bend/offset arrangements.
- Required record
- Fitting IDs, routing and accepted detail.
- Hold point
- Before cover.
PL-03Relief-discharge insert fittings
Use discharge tubing one nominal size larger than the relief outlet and secure the outlet end, with all other adopted discharge/product requirements satisfied.
- Change / applicability
- 2018 IPC 504.6 update. Affected: applicable relief-valve tubing installed with insert fittings.
- Required record
- Outlet/tubing sizes, fitting data and discharge photos.
- Hold point
- Before final plumbing release.
PL-04Water-heater pan material
Use the approved pan/drain detail and reject a plastic pan beneath a gas-fired water heater.
- Change / applicability
- 2018 IPC 504.7 update. Affected: storage-water-heater leakage locations needing a pan.
- Required record
- Fuel/heater model, pan product and drain detail.
- Hold point
- Before heater startup.
PL-05New potable-treatment / backflow provisions
Verify contamination-safe equipment location, required air-gap waste terminations and the device-specific backflow standard. Obtain NSF 61 evidence for regulated potable tank coatings/linings.
- Change / applicability
- 2018 IPC 608 additions. Affected: potable treatment tanks, dispensers and humidifiers.
- Required record
- Device/standard schedule, certificates and installation photos.
- Hold point
- Before cover / startup.
PL-06Fixture distribution and single-user signage
Install the approved fixture distribution/signage, including single-user use-by-either-sex designation and proportional lavatory distribution where required. Use the accepted occupant-load/facility calculation.
- Change / applicability
- 2018 IPC 403 changes. Affected: applicable commercial/public toilet-room work.
- Required record
- Approved fixture-count plan, installed count/location and signage.
- Hold point
- Before final release.
PL-07Plastic DWV vacuum test option
Select the approved safe test method. Under reviewed 2024 IRC text the vacuum option is −5 psi / negative 10-in. mercury for 15 min without further evacuation, and positive air testing is not thereby permitted for plastic.
- Change / applicability
- 2024 plumbing-code testing update. Affected: plastic DWV rough tests under an accepted code/material procedure.
- Required record
- Selected code/product procedure, calibrated gauge and witnessed time/result.
- Hold point
- Before backfill / cover.
PL-08Expansive-soil support and plastic sewer tracing
Install the accepted code/designer-specific support and tracer detail, with exact material and geometry populated before procurement. No pass based on an unspecified “tracer installed” claim.
- Change / applicability
- 2024 IPC updates. Affected: buried piping/plastic sewer runs.
- Required record
- Exact adopted section/detail, product identifiers and pre-backfill evidence.
- Hold point
- Before backfill.
PL-09Hot-water pipe route length
Check the approved route against the new 100-ft maximum length rule and any stricter local demand-delivery requirements.
- Change / applicability
- 2021 IRC P2905.3 addition. Affected: applicable hot-water distribution to fixtures.
- Required record
- Diameter/run map, developed lengths and approved delivery design.
- Hold point
- Before cover.
PL-10Local water-efficiency and demand recirculation
Verify WC ≤ 1.28 gpf, shower aggregate ≤ 2.0 gpm at 80 psi and private lavatory ≤ 1.5 gpm at 60 psi, with kitchen and specialty exceptions separately scheduled. Screen demand-recirculation thresholds by actual largest diameter/run rather than install an uncontrolled loop.
- Change / applicability
- Scottsdale 2023 local-code implementation. Affected: new/replaced residential fixtures and hot-water distribution under accepted local/company scope.
- Required record
- Rated fixture schedule and exceptions; diameter/length map; insulation/control test.
- Hold point
- Before procurement, cover and trim release.
PL-11Assigned additional-efficiency measure
Install the assigned energy measure exactly as scheduled and document its rating, geometry and control. Do not substitute a component or delete a measure used to satisfy the approved package/credits without written design acceptance.
- Change / applicability
- 2021 additional-package requirement; 2024 prescriptive credit-system update. Affected: new/altered water-heating/distribution measure included in the accepted energy design. This is not a blanket untouched-system upgrade.
- Required record
- Approved path and assigned measure, product rating / installed value, design acceptance for substitutions.
- Hold point
- Before procurement and before concealment / final release.

Applicability Appendix
Record the exact adopted section/amendment, applicable exception, design/product instruction and required test configuration for each item before starting. A model-edition change is not automatically local law, and a local rule exported to another city is an Anchor requirement only when technically compatible and accepted.
This section does not establish an exhaustive all-clause ten-year history or every-city strictness proof. No unverified change is used as a passing criterion; current-only provisions with no demonstrated decade change remain in the full existing acceptance packet rather than falsely appearing here as new changes.
The September 30, 2026 recheck refreshed cited source evidence. A historical source can verify a change without establishing its current local applicability; source recheck is not a project release or a complete clause-by-clause supersession certification.
