Code Compliance
Revision 0.3 · Source-currentness recheck: September 30, 2026 · Controlled review checklist
This is a stand-alone code compliance checklist for this trade, added to the workmanship standards above and to full project-code requirements. It is not a complete trade code manual. It covers reviewed 2016–2026 changes and local implementation events; an older provision newly enforced locally is labeled as implementation, not claimed as newly invented code.

PM
Only affected new, replaced or altered work and legally triggered upgrades are included. The PM selects the applicable legal requirement and the compatible mandatory Anchor overlay before work starts. Unresolved source, limit or listing conflicts remain HOLD, and N/A requires a written reason. Checking a box means the item and its required evidence passed, not merely that it was read.
Where a city's legal minimum is lower, the compatible higher check remains an Anchor standard unless Cory approves a company-only exception. A city's nonadoption alone is not a reason to mark the higher company check N/A; actual scope, technical compatibility and legal/design/listing conflicts must be resolved.
Existing QR phases: Service branch, QR-09E, QR-18E.
ES-01Expanded kitchen GFCI scope
Protect qualifying 125–250-V kitchen receptacles, not just countertop-serving locations, with readily accessible protection. Resolve the exact adopted section and ratings.
- Change / applicability
- 2023 NEC update. Affected: qualifying kitchen receptacles under the applicable circuit/rating scope or the accepted higher company baseline.
- Required record
- Circuit/receptacle map, applicable section/ratings and safe function test.
- Hold point
- Before energization / final release.
ES-02GFCI for specified appliances
Provide the required GFCI for the qualifying appliance branch circuit/outlet, whether hardwired or plug-connected. Record the exact appliance rule instead of assuming every appliance is included.
- Change / applicability
- 2023 NEC update. Affected: specified appliances within the adopted list/rating scope.
- Required record
- Appliance models, circuit/device mapping and exact section/exception.
- Hold point
- Before energization.
ES-03Dwelling feeder emergency disconnect
Install the accepted outside emergency disconnect with appropriate fault rating, grouping and marking. Distinguish feeder and service rules.
- Change / applicability
- 2023 NEC expansion beyond 2020 service provisions. Affected: qualifying one-/two-family feeder-supplied dwellings.
- Required record
- One-line/load/fault basis, equipment rating and marked installation.
- Hold point
- Before utility/energization release.
ES-04Disconnect exposed-live-parts access
Use the required lockable/tool-access enclosure arrangement where opening a door exposes live parts, per the approved product/code basis.
- Change / applicability
- 2023 NEC update. Affected: applicable readily accessible residential disconnect enclosures.
- Required record
- Product listing/access design and installation photo.
- Hold point
- Before energization.
ES-05Island/peninsula receptacle redesign
Resolve local amendments before fabrication. Phoenix requires at least one outlet on each qualifying island/peninsula with long dimension ≥ 24 in. and short dimension ≥ 12 in., and restores a conditional below-counter exception; unamended 2023 permits omission with accepted future provision. Anchor's safer above/in-surface layout is a company design choice, not a statement that Phoenix forbids every below-counter outlet.
- Change / applicability
- 2020/2023 model changes; Phoenix amendment effective August 1, 2025. Affected: new/altered islands or peninsulas.
- Required record
- Exact local section, countertop dimensions, listed outlet and designer/AHJ-approved layout.
- Hold point
- Before cabinet/counter fabrication and final release.
ES-06HVAC GFCI expiry and local enforcement
Do not rely on the expired model exception as a current exemption. Resolve the actual adopted NEC/TIA/local rule for single-phase circuits ≤ 150 V to ground and ≤ 50 A. Apply Phoenix's separate deferral only to Phoenix, verify any other AHJ relief in writing, and resolve listed-equipment compatibility before energization. A 2026 NEC Class C option is not automatically approved under a local 2023 permit.
- Change / applicability
- 2023 NEC 210.8(F) Exception 2 expired September 1, 2026; Phoenix deferral to March 1, 2027. Affected: qualifying dwelling outdoor outlets and new or replacement equipment within adopted scope.
- Required record
- Current AHJ rule/deferral, circuit ratings, listing/manufacturer decision and protection test.
- Hold point
- Before equipment energization.
ES-07Dwelling service surge protection
Provide the listed Type 1 or Type 2 surge-protective device at the accepted service/distribution location. The electrician populates the exact service-versus-feeder section, replacement trigger, rating and manufacturer connection requirements before acceptance.
- Change / applicability
- 2020 NEC dwelling-service SPD addition, retained in the reviewed 2023 summary. Affected: new dwelling service or replacement service equipment; resolve adopted triggers and amendments.
- Required record
- Exact adopted section/amendment, one-line, SPD type/rating/listing and installed connection photos.
- Hold point
- Before service energization / final release.

Unverified or failed applicable items block the stated hold point. The subcontractor certifies actual work and evidence; the PM independently verifies and releases after required official inspections. Cory approves only company-standard exceptions, never statutory, permit, design or listing waivers.

Applicability Appendix
Record the exact adopted section/amendment, applicable exception, design/product instruction and required test configuration for each item before starting. A model-edition change is not automatically local law, and a local rule exported to another city is an Anchor requirement only when technically compatible and accepted.
This section does not establish an exhaustive all-clause ten-year history or every-city strictness proof. No unverified change is used as a passing criterion; current-only provisions with no demonstrated decade change remain in the full existing acceptance packet rather than falsely appearing here as new changes.
The September 30, 2026 recheck refreshed cited source evidence, corrected the identified Phoenix outlet instruction (ES-05), and separated the expired model HVAC exception from Phoenix's local deferral (ES-06). A historical source can verify a change without establishing its current local applicability; source recheck is not a project release or a complete clause-by-clause supersession certification.
