Countertops - Laminated
High Pressure Decorative Laminate and its substrate are usually wood-based products, which typically expand and contract with humidity. Moisture should never be allowed to stand on seams and/or joints for more than 24 hours.
1. PD Scratches and chips in laminate.
AT Scratches that cannot be seen looking straight down at a distance of 12" nor felt with fingernail are considered acceptable. Notable scratches or chips should be reported on walk-thru or within 10 days after move-in.

Countertops & Walls (Stone Slab)
When an inadequate or defective substrate is present prior to installation of tile, the general contractor and/or the owner should be notified in writing by the tile contractor that a specific surface area is unacceptable for installation. Verifiable documentation that the potential problem was first submitted to the responsible party may relieve the installer of responsibility.

CR Contractor should make necessary repairs.
5. PD Vein trend.
AT In slabs with obvious veining, the slabs should be installed with vein trend running in the same direction.
CR Contractor should make necessary repairs.
Code Compliance
Revision 0.3 · Source-currentness recheck: September 30, 2026 · Controlled review checklist
This is a stand-alone code compliance checklist for this trade, added to the workmanship standards above and to full project-code requirements. It is not a complete trade code manual. It covers reviewed 2016–2026 changes and local implementation events; an older provision newly enforced locally is labeled as implementation, not claimed as newly invented code.

PM
Only affected new, replaced or altered work and legally triggered upgrades are included. The PM selects the applicable legal requirement and the compatible mandatory Anchor overlay before work starts. Unresolved source, limit or listing conflicts remain HOLD, and N/A requires a written reason. Checking a box means the item and its required evidence passed, not merely that it was read.
Where a city's legal minimum is lower, the compatible higher check remains an Anchor standard unless Cory approves a company-only exception. A city's nonadoption alone is not a reason to mark the higher company check N/A; actual scope, technical compatibility and legal/design/listing conflicts must be resolved.

CT-01Island electrical coordination
Obtain the exact local-approved electrical layout before fabrication. Phoenix's qualifying island/peninsula (≥ 24 in. by ≥ 12 in.) needs at least one outlet, unlike the unamended 2023 omission/future-provision rules. Coordinate the conditional local below-counter exception and Anchor's above/in-surface company layout without confusing them.
- Change / applicability
- 2020/2023 NEC model changes; Phoenix amendment effective August 1, 2025. Affected: new/altered islands and peninsulas.
- Required record
- Coordinated countertop/electrical shop drawing and adopted local section.
- Hold point
- Before fabrication and countertop closeout.
CT-02Composite-wood certification and labeling
Obtain compliant product/finished-goods labeling and supplier certification traceability. Do not accept only a generic 'green' claim, and do not treat all structural plywood/solid wood as regulated composite wood.
- Change / applicability
- Federal compliance began June 1, 2018; TSCA Title VI labeling transition after March 22, 2019. Affected: regulated hardwood plywood, MDF/thin-MDF or particleboard in cabinets, cabinet components and composite-wood countertop substrates. Screen product/manufacture/import dates and exemptions.
- Required record
- Label photo, supplier invoice, product/lot and applicable certification/exemption evidence.
- Hold point
- Before purchasing or installing affected material.
CT-03Nonexempt laminated products
Obtain supplier/fabricator documentation for required hardwood-plywood testing/certification or a valid exemption. Do not assume a veneer/laminate makes the regulated panel exempt.
- Change / applicability
- Federal laminated-product requirements beginning March 22, 2024. Affected: laminated composite-wood products, including fabricated products.
- Required record
- Producer/product classification, certification or exemption and supplier traceability.
- Hold point
- Before fabrication/purchase.
CT-04Low-emitting interior multipurpose construction adhesive
Verify the interior multipurpose construction adhesive VOC content limit of 70 g/L. Use a different table category where the actual product is not multipurpose under the selected content path, or a documented permitted emission alternative. Submit weight/volume usage so the PM can demonstrate at least 85% compliance in the applicable product category.
- Change / applicability
- 2023 Scottsdale mandatory green-code implementation. Affected: interior-side, site-applied adhesives/sealants under the adopted project green schedule.
- Required record
- Product technical data/certification, correct VOC basis, quantities and approved content-versus-emissions path.
- Hold point
- Before product approval and installation.
CT-05Weighed construction-waste diversion
Segregate and document eligible cabinet/countertop fabrication and install waste generated for the project toward the project requirement of at least 50% eligible nonhazardous C&D waste diverted by weight. Exclude excavated soil/land-clearing debris, and do not count alternative daily cover or waste-to-energy as diversion.
- Change / applicability
- 2023 Scottsdale mandatory green-code implementation, not a claim the provision first existed in 2023. Affected: commercial/multifamily green-code scope; resolve the local < 5,000-sq-ft project exception and any higher Anchor requirement.
- Required record
- Weight tickets, material/destination, recycling/reuse receipts and PM project diversion calculation.
- Hold point
- Before trade closeout; keep records throughout work.
CT-06Silica exposure controls
Use the fully implemented applicable Table 1 equipment / work-practice / respirator route or an accepted exposure-assessment route. Document a written exposure-control plan and designated competent person when covered, and do not treat short-duration work as automatically exempt.
- Change / applicability
- 2016 federal construction rule; federal enforcement September 23, 2017; Arizona adoption July 23, 2018. Affected: cutting, drilling, grinding, polishing or edge work on stone, quartz or other silica-containing countertop and wall materials, in the shop or on site. Evaluate exposures from nearby trades as well as your own work.
- Required record
- Task/method, Table 1 entry or exposure assessment, control/respirator evidence, competent person and plan.
- Hold point
- Before dust-producing work.

Unverified or failed applicable items block the stated hold point. The subcontractor certifies actual work and evidence; the PM independently verifies and releases after required official inspections. Cory approves only company-standard exceptions, never statutory, permit, design or listing waivers.

Applicability Appendix
Record the exact adopted section/amendment, applicable exception, design/product instruction and required test configuration for each item before starting. A model-edition change is not automatically local law, and a local rule exported to another city is an Anchor requirement only when technically compatible and accepted.
This section does not establish an exhaustive all-clause ten-year history or every-city strictness proof. No unverified change is used as a passing criterion; current-only provisions with no demonstrated decade change remain in the full existing acceptance packet rather than falsely appearing here as new changes.
The September 30, 2026 recheck refreshed cited source evidence and corrected the identified Phoenix outlet instruction (CT-01). A historical source can verify a change without establishing its current local applicability; source recheck is not a project release or a complete clause-by-clause supersession certification.
Silica dates distinguish federal enforcement from Arizona's July 23, 2018 adoption reported by ADOSH. Confirm the currently applicable state-plan standard/amendments before issue; the compatible Anchor safety baseline does not waive them. (Arizona adoption notice)
